I dunno, I reckon this is too easy, with a bit of ebay smarts you can easily have yourself an electromatic gretsch, A second hand fender tele/strat/jazzmaster, and epiphone casino or sheraton, some japanese lawsuit guitar... almost anything you want and still have enough to snag a second hand or even vintage fender tube amp. in australia if you know where to look, we're swimming in our own vintage amps which have stolen the circuits from old fenders and marshalls and then been built tougher than any vintage hiwatt. Many of them can be had for under five hundred AUD.
If I had a thousand US dollars, i'd be laughing all the way to kitbuilding a fender deluxe and probably a partscaster.

I tend to go for a clean sound for the most part. I don't mind a bit of natural O/D on Rock & Blues solos but I actually go mostly for clean and fairly clear (not exactly the same thing).
Check out You Walked Away on MySpace, I came pretty close to nailing my desired sound on the lead guitar part.

Lord...Does anyone mic? A BJR will mic up and take care of business on any size gig. Andy J...ya gotta lighten up. My son came to me many years ago and said you have to have a 100 watts to be heard over the drummer! He played his first big gig and mic'd the Deluxe. That was the beginning of the end for him dragging around the Twin!

I'm plenty light, MarkW. Really, I am. This is all for fun.
I TOTALLY agree that you can be heard with with 6, 15, or 22watt amp if you mic it and run it through a PA.
That said, the challenge criteria still stands . . .

This is all assuming you're playing in a venue with a PA and mics intended for miking up guitar amps. Even so, if it has to be mic'd up to be heard at a gig, how are you going to hear it at rehearsal?

My Under-A-Grand Rig
CIJ Jazzmaster, bought new sometime in 2001-02: ~¥48,000 (around $450 USD).
Ampeg SJ-12T, 50w 1x12, bought used in 2006: $400
The pickup & hardware changes I've done to the JM would certainly put me over the mark; and it seems you can't find even an import RI for under eight bills these days.

Dignan - Those Ampeg reissues are fantastic values. I had a SuperJet for a while and really liked it.
I just wish I could find a used Jazzmaster for that $450 you did!

I suspect the CIJ Fender was cheaper since they didn't have to export it.

Nice rig choice, dignan.
CIJ or MIJ Fenders are high quality. The SuperJet Ampeg is also interesting--I had one in '97 before I got my Super. Unfortunately, it was a lemon, but it sounded nice when it did work.

I also have a pro jr that is great for smaller deals or mic'ing up, and then there's the 5222 for the living room jams.
I would have been happy with the pro jr, but i got a deal on the deville, which has always been my "omg i want that but can never afford that" amp.
at least i know, that no matter what, i'll always be loud enough if mic'ing isnt an option. I've only played out with it once... at a party outside and was plenty loud and heard at 2 clean. it's perfect!

Id buy some type of new modeling amp that meets your power requirements. If you can get the old Line 6 flextone combos anywhere thats what Id get if not then I would get the Vox one.
Ive found for cheap amps the modeling amps are certainly a lot of fun and sound just as good as a lot of other things once you get them dialed in.
Id buy an Epiphone Les Paul and put Duncans on it. You could also buy a 5120 and toss in some TVs. I dont know that might go over the limit. Or u get a mexican Tele if you want that type of sound and swap pickups. Ive heard good live sounds off all these setups. There is a lot of professional players around here that jam on similar equip in the bars around downtown. They dont play on expensive equipment even when you can pretty much tell that they could easily afford it.

Interesting considerations, there, Chonny.
I suppose that unless you are a tech yourself (or a least adventurous enough to try), the cost of having mods done (inc.cost of parts) might put you over in regards to the challenge. But who knows?
