I took the volume knob off and gave it a couple doses of Radio Shack contact cleaner, turned it full range a bunch of times - and it is still scratchy? Do I need to get inside of guitar/pot or does it need to be replaced? It is only scratchy from about7-10.

I've found that if I lift UP slightly on the knob and then spray it helps.

There are at least 2 types of pot cleaners. One is for pots whose resistive element is made of conductive plastic. The other is for wire wound pots. The wire wound pot cleaner is much more aggressive than the type for conductive plastic pots. It could actually damage conductive plastic pots. But the conductive plastic type of cleaner might not do much to reduce the scratching noise from wire wound pots.

Why don't you just install a new CTS pot? They're pretty cheap...

antik, how can I tell which type of cleaner I have? It is Radio Shack Control/Contact Cleaner & Lubricant and says it is safe on most plastics.
Wenzel, what does installing a new pot involve, I work better with hammers, saws and pipe wrenches than I do with small stuff and attention to detail.
I am going to give it another shot and try Curt's advice.

What the big boys use--- I've seen this in more Nashville recording studios than any other brand. Unlike the Radio Shack brand, this contains no mineral oil... which has a tendency to gum things up.
Available at Home Depot, Ace Hardware or Lowes.

Will that work for other pots as well? I have a scratchy gain knob on my Bluesdriver pedal.

That's good stuff for wrecking pots. If you just to fix them, use WD40.

CRC is bad for pots, so just use WD40 for my scratchy pot?
